Description: For this project, Endesco performed parking data collection and analysis as a subconsultant of DESMAN. Endesco conducted the following technical services:

  • Confirm Public & Private Parking Inventory. Endesco conducted a detailed inventory of public and private parking spaces within the study area. In addition to the number of spaces, this inventory identified public or restricted ownership/operation, hours of operation, control equipment/format, and parking rates.
  • Develop and Implement Data Collection Plan. Endesco developed a data collection plan. Endesco staff collected weekday and Saturday parking occupancy counts at midday and evening periods, occupancy counts in the health care zone every two hours between the hours of 7AM and 5PM, and counts in the Central Business District (CBD) hourly between the hours of 10AM and 8PM. Additionally, all Village owned and operated off-street lots and curbside spaces were also surveyed to record vehicle per space turnover rates and individual and average parked durations.

Based on the contexts and restrictions of the specific locations in the project area, Endesco staff used different methods including using drones and dashcams. Drones were used for aerial surveys that involved flying over a designated area to capture high-resolution aerial imagery of surface parking lots and on-street parking. Equipped with advanced cameras and sensors, Endesco drones efficiently gather information for creating detailed maps and 3D models. Endesco used pre-programmed flight paths and specialized data processing software to ensure accurate and comprehensive analysis of the surveyed area. The drone captured photos were used to develop parking inventory, parking occupancy and parking turnover data over the weekday and Saturday periods.
